India: Rajasthan District Poverty Initiatives Project (DPIP)- Cr 3339
Implementation Review Mission, April 25-May 3, 2006


I am writing in connection with the recently completed Rajasthan DPIP
Implementation review mission. On behalf of the mission, I would like to thank you, the project staff, NGOs and community groups for organizing the visit. the mission's recommendations and agreements are documented in the attached Aide-Memorie, which was discussed in a wrap-up meeting held under the chairpersonship of the principal secretary, Rural Development on May 3, 2006.

 

We are pleased to note, significant progress has been made since the last mission in November 2005, on the agreed actions. This is reflected both through the establishment of management systems and enhanced business processes, monitoring of service standards, a revised project structure, recruitment of new staff, enhances and functioning monitoring information system (MIS), and strengthened social accountability and oversight at all levels. the project has also taken significant steps to complete the remedial actions with respect to strengthening of the project's internal control framework, as recommended by earlier Bank Missions.

Nine out of the ten agreed actions have been satisfactorily completed, except reconciling underutilized funds sitting in common interest group (CIG) accounts. Based on this progress, and the restructuring activities completed by the Government of Rajasthan, as noted in the letter sent by the Government of Rajasthan to the World Bank on April 27, 2006,
the Project Development Objective is upgraded to satisfactory.


I am pleased to notice that the Government of Rajasthan has taken
several progressive steps to turn around the performance of Project in the last six months.
However, continued satisfactory rating of the project will depend on timely action being taken by the project authorities on three specific actions listed below.

1. Reconciling underutilized funds sitting in CIG accounts and providing information to the bank on reallocation to the state project management unit account by June 15, 2006.
2. Initiating Quality & Sustainability capacity Building activities by June 15,2006; and
3. Implementing at least ten cluster development proposals by September 30, 2006.
